Abstract Compound failures occur when urban flooding coincides with traffic congestion, and their impact on network connectivity is poorly understood. Firstly, either three-dimensional road networks or the traffic on the roads has been considered, but not both. Secondly, we lack network science frameworks to consider compound failures in infrastructure networks. Here we present a network-theory-based framework that bridges this gap by considering compound structural, functional, and topological failures. We analyze high-resolution traffic data using network percolation theory to study the response of the transportation network in Harris County, Texas, US to Hurricane Harvey in 2017. We find that 2.2% of flood-induced compound failure may lead to a reduction in the size of the largest cluster where network connectivity exists, the giant component, 17.7%. We conclude that indirect effects, such as changes in traffic patterns, must be accounted for when assessing the impacts of flooding on transportation network connectivity and functioning.

The Welfare Effects of Transportation Infrastructure Improvements
Abstract Each year in the US, hundreds of billions of dollars are spent on transportation infrastructure and billions of hours are lost in traffic. We develop a quantitative general equilibrium spatial framework featuring endogenous transportation costs and traffic congestion and apply it to evaluate the welfare impact of transportation infrastructure improvements. Our approach yields analytical expressions for transportation costs between any two locations, the traffic along each link of the transportation network, and the equilibrium distribution of economic activity across the economy, each as a function of the underlying quality of infrastructure and the strength of traffic congestion. We characterize the properties of such an equilibrium and show how the framework can be combined with traffic data to evaluate the impact of improving any segment of the infrastructure network. Applying our framework to both the US highway network and the Seattle road network, we find highly variable returns to investment across different links in the respective transportation networks, highlighting the importance of well-targeted infrastructure investment.

In this paper, we study the role of the transportation sector in world trade. We build a spatial model that centers on the interaction of the market for (oceanic) transportation services and the market for world trade in goods. The model delivers equilibrium trade flows, as well as equilibrium trade costs (shipping prices). Using detailed data on vessel movements and shipping prices, we document novel facts about shipping patterns; we then flexibly estimate our model. We use this setup to demonstrate that the transportation sector (i) attenuates differences in the comparative advantage across countries; (ii) generates network effects in trade costs; and (iii) dampens the impact of shocks on trade flows. These three mechanisms reveal a new role for geography in international trade that was previously concealed by the frequently‐used assumption of exogenous trade costs. Finally, we illustrate how our setup can be used for policy analysis by evaluating the impact of future and existing infrastructure projects (e.g., Northwest Passage, Panama Canal).more » « less

Connected Vehicle (CV) technologies are under rapid deployment across the globe and will soon reshape our transportation systems, bringing benefits to mobility, safety, environment, etc. Meanwhile, such technologies also attract attention from cyberattacks. Recent work shows that CV-based Intelligent Traffic Signal Control Systems are vulnerable to data spoofing attacks, which can cause severe congestion effects in intersections. In this work, we explore a general detection strategy for infrastructure-side CV applications by estimating the trustworthiness of CVs based on readily-available infrastructureside sensors. We implement our detector for the CV-based traffic signal control and evaluate it against two representative congestion attacks. Our evaluation in the industrial-grade traffic simulator shows that the detector can detect attacks with at least 95% true positive rates while keeping false positive rate below 7% and is robust to sensor noises.more » « less

Walking and cycling, as active modes of transportation, play a vital role in advancing sustainable urban mobility by reducing emissions and improving public health. However, widespread adoption faces challenges such as inadequate infrastructure, safety concerns, socio-cultural barriers, and policy limitations. This study systematically reviewed 56 peer-reviewed articles from 2004 to 2024, across 30 countries across five continents, employing the Capability, Opportunity and Motivation-Behaviour (COM-B) framework to identify the main drivers of walking and cycling behaviours. Findings highlight that the lack of dedicated infrastructure, inadequate enforcement of road safety measures, personal and traffic safety concerns, and social stigmas collectively hinder active mobility. Strategic interventions such as developing integrated cycling networks, financial incentives, urban planning initiatives, and behavioural change programs have promoted increased engagement in walking and cycling. Enhancing urban mobility further requires investment in pedestrian and cycling infrastructure, improved integration with public transportation, the implementation of traffic-calming measures, and public education campaigns. Post-pandemic initiatives to establish new pedestrian and cycling spaces offer a unique opportunity to establish enduring changes that support active transportation. The study suggests expanding protected cycling lanes and integrating pedestrian pathways with public transit systems to strengthen safety and accessibility. Additionally, leveraging digital tools can enhance mobility planning and coordination. Future research is needed to explore the potential of artificial intelligence in enhancing mobility analysis, supporting the development of climate-resilient infrastructure, and informing transport policies that integrate gender perspectives to better understand long-term behavioural changes. Coordinated policy efforts and targeted investments can lead to more equitable transportation access, support sustainability goals, and alleviate urban traffic congestion.more » « less

Recent research in the social sciences has identified situations in which small changes in the way that information is provided to consumers can have large aggregate effects on behavior. This has been promoted in popular media in areas of public health and wellness, but its application to other areas has not been broadly studied. This paper presents a simple model which expresses the effect of providing commuters with carefully-curated information regarding aggregate traffic “slowdowns” on the various roads in a transportation network. Much of the work on providing information to commuters focuses specifically on travel-time information. However, the model in the present paper allows a system planner to provide slowdown information as well; that is, commuters are additionally told how much slower each route is as compared to its uncongested state. We show that providing this additional information can improve equilibrium routing efficiency when compared to the case when commuters are only given information about travel time, but that these improvements in congestion are not universal. That is, transportation networks exist on which any provision of slowdown information can harm equilibrium congestion. In addition, this paper illuminates a deep connection between the effects of commuter slowdown-sensitivity and the study of marginal-cost pricing and altruism in congestion games.more » « less
