Abstract Local food systems can have economic and social benefits by providing income for producers and improving community connections. Ongoing global climate change and the acute COVID-19 pandemic crisis have shown the importance of building equity and resilience in local food systems. We interviewed ten stakeholders from organizations and institutions in a U.S. midwestern city exploring views on past, current, and future conditions to address the following two objectives: 1) Assess how local food system equity and resilience were impacted by the COVID-19 pandemic, and 2) Examine how policy and behavior changes could support greater equity and resilience within urban local food systems. We used the Community Capitals Framework to organize interviewees’ responses for qualitative analyses of equity and resilience. Four types of community capital were emphasized by stakeholders: cultural and social, natural, and political capital. Participants stated that the local food system in this city is small; more weaknesses in food access, land access, and governance were described than were strengths in both pre- and post-pandemic conditions. Stakeholder responses also reflected lack of equity and resilience in the local food system, which was most pronounced for cultural and social, natural and political capitals. However, local producers’ resilience during the pandemic, which we categorized as human capital, was a notable strength. An improved future food system could incorporate changes in infrastructure (e.g., food processing), markets (e.g., values-based markets) and cultural values (e.g., valuing local food through connections between local producers and consumers). These insights could inform policy and enhance community initiatives and behavior changes to build more equitable and resilient local food systems in urban areas throughout the U.S. Midwest.

                            Advancing food democracy: The potential and limits of food policy positions in local government
                        
                    
    
            For several decades, food policy councils (FPCs) have led the effort to place food on local government policy agendas. While FPCs are making progress in supporting local food systems, they also face institutional and organizational challenges. In recent years, a handful of cities and counties have endeavored to further food system reform with the establishment of full-time government staff positions focused on food policy. As of spring 2020, there were 19 confirmed food policy positions housed in local governments across the United States. While there is considerable literature on FPCs, little research has been published regarding food policy staffing in local governments. Accordingly, this study uses original in-depth interviews with 11 individuals in municipal or county food policy positions to understand the purpose and function of governmental food policy staff positions and their impact on local food systems. Our findings suggest that these positions help to coordinate and nurture local food programs and policies and have the potential to facilitate meaningful participation of individuals and groups in the community in food system reform. We discuss the potential benefits and challenges for governmental food policy positions to support food democracy, and provide the following recommendations for communities interested in establishing or strengthening similar positions: (1) identify and coordinate existing opportunities and assets, (2) foster and maintain leadership support, (3) root the work in community, (4) connect with other food policy professionals, and (5) develop a food system vision.

            Multisectoral models of regional bio-physical systems simulate policy responses to climate change and support climate mitigation and adaptation planning at multiple scales. Challenges facing these efforts include sometimes weak understandings of causal relationships, lack of integrated data streams, spatial and temporal incongruities with policy interests, and how to incorporate dynamics associated with human values, governance structures, and vulnerable populations. There are two general approaches to developing integrated models. The first involves stakeholder involvement in model design -- a participatory modeling approach. The second is to integrate existing models. This can be done in two ways: by integrating existing models or by a soft-linked confederation of existing models. A benefit of utilizing existing models is the leveraging of validated and familiar models that provide credibility. We report opportunities and challenges manifested in one effort to develop a regional food, energy, and water systems (FEWS) modeling framework using existing bio-physical models. The C-FEWS modeling framework (Climate-induced extremes on the linked food, energy, water system) is intended to identify and evaluate response options to extreme weather in the Midwest and Northeast United States thru the year 2100. We interviewed ten modelers associated with development of the C-FEWS framework and ten stakeholders from government agencies, planning agencies, and non-governmental organizations in New England. We inquired about their perspectives on the roles and challenges of regional FEWS modeling frameworks to inform planning and information needed to support planning in integrated food, energy, and water systems. We also analyzed discussions of meetings among modelers and among stakeholders and modelers. These sources reveal many agreements among modelers and stakeholders about the role of modeling frameworks, their benefits for policymakers, and the types of outputs they should produce. They also identify challenges to developing regional modeling frameworks that couple existing models and balancing model capabilities with stakeholder preferences for information. The results indicate the importance of modelers and stakeholders engaging in dialogue to craft modeling frameworks and scenarios that are credible and relevant for policymakers. We reflect on the implications for how FEWS modeling frameworks comprised of existing bio-physical models can be designed to better inform policy making at the regional scale.more » « less

            Community Food Strategies provides guidance and tools to local food networks in North Carolina to empower the creation of equitable policy change at all levels. Their vision is the realization of an equitable food system that improves the quality of life for all. In Davidson County, the recently formed Local Food Network, created under the guidance of Community Food Strategies, is working to create a more equitable and sustainable food system and is evaluating how best to apply their resources toward this end. The county is largely rural, and rural areas tend to have lower food access. Two cities, Lexington and Thomasville, have experienced economic depression over the past three decades with the exodus of furniture manufacturing overseas and as such, both cities have communities that suffer from poverty and food insecurity issues. In this research, we use visual analytics and spatial analysis to build a survey and analysis of local food availability for the county. Visual analytics is increasingly being applied to applications like this to increase understanding of large datasets and improve decision making. This research provides a base analysis for the Local Food Network to present the state of the local food system to potential partners who can help create policies that will increase equity and availability of food to everyone in the county.more » « less

            This research offers the first use of graph theory mathematics in social network analysis to explore relationships built through an alternative food network. The local food system is visualized using geo-social data from 110 farms and 224 markets around Baltimore County, Maryland, with 699 connections between them. Network behavior is explored through policy document review and interviews. The findings revealed a small-world architecture, with system resiliency built-in by diversified marketing practices at central nodes. This robust network design helps to explain the long-term survival of local food systems despite the meteoric rise of global industrial food supply chains. Modern alternative food networks are an example of a movement that seeks to reorient economic power structures in response to a variety of food system-related issues not limited to consumer health but including environmental impacts. Uncovering the underlying network architecture of this sustainability-oriented social movement helps reveal how it weaves systemic change more broadly. The methods used in this study demonstrate how social values, social networks, markets, and governance systems embed to transform both physical landscapes and human bodies. Network actors crafted informal policy reports, which were directly incorporated in state and local official land-use and economic planning documents. Community governance over land-use policy suggests a powerful mechanism for further localizing food systems.more » « less

            The communities of Puerto Rico are highly vulnerable to climate change as the archipelago has experienced a multitude of compounding crises and extreme weather events in recent years. To address these issues, the research, analysis, and design of grand challenge solutions for disaster-prone regions like Puerto Rico can utilize collaborative transdisciplinary efforts. Local non-governmental and community-based organizations have a pivotal role in the reconstruction processes and the building of community and environmental resilience in underserved communities. This paper contributes an empirical case study of an online transdisciplinary collaboration between a group of academics and a Puerto Rican non-governmental organization, Caras con Causa. From participant observation, it includes a document analysis of meeting notes with cohort members who were involved in a collaborative National Science Foundation Project, The INFEWS-ER: A Virtual Resource Center Enabling Graduate Innovations at the Nexus of Food, Energy, and Water Systems, with Caras con Causa between October 2020 and April 2021. Caras con Causa focuses on uplifting Puerto Ricans by creating and administering environmental, educational, economic, and community programs, highlighting disaster relief and resilience to help Puerto Rican food, energy, and water systems. Eight key discussion themes emerged from the document analysis: team organization, collaboration with Caras con Causa, deliverables, team contributions, context understanding, participation outcomes, technology setup, and lessons learned. We analyze each of the emerging themes to explain how academics may use transdisciplinary skill sets in addition to standard disciplinary-based approaches or techniques to enhance the institutional capacity of a non-governmental organization doing community resilience work to benefit local food, energy, and water systems. While the learned lessons in this non-governmental organization-academic collaboration may be context-specific, we provide insights that may be generalizable to collaborations in comparable transdisciplinary settings.more » « less
