Title: Hydropower, Social Capital, Community Impacts, and Self‐Rated Health in the Amazon*
Abstract

Nations in the global South have developed hydropower projects at a rapid pace in recent decades, most notably Brazil and China. These projects have long‐documented impacts on social and ecological systems, yet the implications of hydropower for human well‐being and health are not fully understood. In this paper, we examine eight Brazilian Amazon communities in the Madeira river basin, near the Jirau and Santo Antônio dams (sample size: 536 households). We evaluate how impacts on community resources, social capital, and the experience of resettlement influence self‐rated health in these communities. Results suggest that the dams strained community resources and social capital, which were associated with reductions in self‐rated health. In particular, cognitive social capital (i.e., trust) is lower after the dams' construction. The effect of resettlement and compensation is more nuanced and qualified. This work suggests that hydropower projects have broad deleterious impacts on well‐being and health of human populations in hosting regions and that better directed efforts are required on the part of dam developers to reduce these negative outcomes.

  1. Nations in the Global South have increasingly embraced large hydropower. Hydropower development typically involves the displacement and resettlement of entire communities and has a range of social and ecological impacts. Some communities become the operational center for the dam construction, as well as host new neighborhoods of resettlers. One of the less-studied impacts of dams is the potential loss of social capital both in resettled and host communities. Here, we ask how the Belo Monte dam in the Amazon is associated with social capital in a resettled group and a non-resettled population that, while not experiencing resettlement, nevertheless was impacted by the dam as well. We use measures of cognitive and structural social capital. Results suggest that resettlers have lower structural social capital across two proxy indicators, whereas the host community has lower cognitive social capital. Future research and social impact assessments should pay more attention to how hydropower impacts both kinds of social capital.

    Large hydropower projects continue to be built in developing nations, despite their known negative impacts. Large-scale energy projects strain local infrastructure and reduce access to infrastructure for households that live near them. Here we investigate the link between large-scale hydropower projects and stress. Our results suggest that these projects create stress through two mechanisms: strains on community resources and through the process of displacement. We also ask how compensation and resettlement programs condition these relationships. Using data from the Madeira river basin in the Brazilian Amazon, we find that hydropower projects increase stress by reducing access to energy, water, sanitation and land. Compensation provided was not sufficient to moderate this effect.

  3. Abstract

    Despite efforts to improve outcomes, resettlement projects that aim to improve livelihoods and living standards of the displaced often do not achieve their goals. Could greater attention to the well‐being of the affected improve resettlement outcomes? This article considers standards of living and well‐being among one resettled group, the Bahingkolu of Manantali, Mali, relocated in the mid‐1980s by construction of the Manantali Dam. Anthropological approaches to well‐being that include a greater understanding of people's own conceptions of well‐being and consider well‐being in relationship to their social and physical worlds help elucidate why the Bahinkolu are unsatisfied with their well‐being despite higher standards of living. Because they can no longer grow enough for food self‐sufficiency, they must encourage family members to work elsewhere, thereby risking the sustainability of the family as a single economic unit. In this context, household heads feel constant anxiety about their ability to maintain a cohesive household. The Bahingkolu publicly maintain that they are “victims of the resettlement” as a strategy to gain more resources for the community. To improve the generally negative consequences of involuntary resettlement, planning should expend more effort to appreciate the conceptions of well‐being among the affected.

    Background Social capital has been associated with health outcomes in communities and can explain variations in different geographic localities. Social capital has also been associated with behaviors that promote better health and reduce the impacts of diseases. During the COVID-19 pandemic, social distancing, face masking, and vaccination have all been essential in controlling contagion. These behaviors have not been uniformly adopted by communities in the United States. Using different facets of social capital to explain the differences in public behaviors among communities during pandemics is lacking. Objective This study examines the relationship among public health behavior—vaccination, face masking, and physical distancing—during COVID-19 pandemic and social capital indices in counties in the United States. Methods We used publicly available vaccination data as of June 2021, face masking data in July 2020, and mobility data from mobile phones movements from the end of March 2020. Then, correlation analysis was conducted with county-level social capital index and its subindices (family unity, community health, institutional health, and collective efficacy) that were obtained from the Social Capital Project by the United States Senate. Results We found the social capital index and its subindices differentially correlate with different public health behaviors. Vaccination is associated with institutional health: positively with fully vaccinated population and negatively with vaccination hesitancy. Also, wearing masks negatively associates with community health, whereases reduced mobility associates with better community health. Further, residential mobility positively associates with family unity. By comparing correlation coefficients, we find that social capital and its subindices have largest effect sizes on vaccination and residential mobility. Conclusion Our results show that different facets of social capital are significantly associated with adoption of protective behaviors, e.g., social distancing, face masking, and vaccination. As such, our results suggest that differential facets of social capital imply a Swiss cheese model of pandemic control planning where, e.g., institutional health and community health, provide partially overlapping behavioral benefits.

  5. Power systems serve social communities that consist of residential, commercial, and industrial customers. As a result, the disaster resilience of a power system should account for social community resilience. The social behavior and psychological features of all stakeholders involved in a disaster influence the level of power system preparedness, mitigation, recovery, adaptability, and resilience. Hence, there is a need to consider the social community's effect on the power system and the dependence between them in determining a power system's resilient to human-made and natural hazards. The social community, such as a county, city, or state, consists of various stakeholders, e.g., social consumers, social prosumers, and utilities. In this paper, we develop a multi-dimensional output-oriented method to measure resilience. The three key ideas for measuring power system resilience are the multi-dimensionality, output-oriented, and degraded functionality aspects of the power system. To this end, we develop an artificial society based on neuroscience, social science, and psychological theories to model the behavior of consumers and prosumers and the interdependence between power system resilience, comsumer and prosumer well-being, and community capital. Both mental health and physical health are used as metrics of well-being, while the level of cooperation is used to measure community capital resilience.
