Abstract Anthropogenic aerosols are hazardous to human health but have helped offset warming from greenhouse gases (GHGs), creating a potential regulatory tradeoff. As countries implement their GHG reduction targets under the Paris climate agreement, the co‐emissions of aerosols and their precursors will also change. Since these co‐emissions vary by country and by economic sector, each country will face different tradeoffs between aerosol‐driven health or temperature co‐benefits. We combine simple parameterizations of physical processes and health outcomes to examine three idealized climate policy approaches that are consistent with the Paris Agreement targets, which (i) optimize for local air quality, (ii) reduce global temperature change, or (iii) reduce emissions equally from all domestic economic sectors. We evaluate aerosol impacts on premature mortality and global mean temperature change under these three policy approaches and find that by 2030 the three policies yield differences of over 1 million annual premature deaths and global temperature differences of the same magnitude as those from GHG reductions. We also show that implementing equal reductions between all economic sectors can actually result in less beneficial health and temperature outcomes than either of the other options, especially in less industrialized regions. We therefore conclude that aerosol‐related co‐benefits and aerosol accounting guidelines should be explicitly considered in setting international climate policy.

Geohealth Policy Benefits Are Mediated by Interacting Natural, Engineered, and Social Processes
Abstract Interest in health implications of Earth science research has significantly increased. Articles frequently dispense policy advice, for example, to reduce human contaminant exposures. Recommendations such as fish consumption advisories rarely reflect causal reasoning around tradeoffs or anticipate how scientific information will be received and processed by the media or vulnerable communities. Health is the product of interacting social and physical processes, yet predictable responses are often overlooked. Analysis of physical and social mechanisms, and health and non‐health tradeoffs, is needed to achieve policy benefits rather than “policy impact.” Dedicated funding mechanisms would improve the quality and availability of these analyses.

Abstract Managing social‐ecological systems (SES) requires balancing the need to tailor actions to local heterogeneity and the need to work over large areas to accommodate the extent of SES. This balance is particularly challenging for policy since the level of government where the policy is being developed determines the extent and resolution of action.We make the case for a new research agenda focused on ecological federalism that seeks to address this challenge by capitalizing on the flexibility afforded by a federalist system of governance. Ecological federalism synthesizes the environmental federalism literature from law and economics with relevant ecological and biological literature to address a fundamental question: What aspects of SES should be managed by federal governments and which should be allocated to decentralized state governments?This new research agenda considers the bio‐geo‐physical processes that characterize state‐federal management tradeoffs for biodiversity conservation, resource management, infectious disease prevention, and invasive species control. A robust multi-functional framework for widespread planning of nature-based solutions (NBS) must incorporate components of social equity and hydro-environmental performance in a cost-effective manner. NBS systems address stormwater mitigation by increasing on-site infiltration and evaporation through enhanced greenspace while also improving various components of societal well-being, such as physical health (e.g., heart disease, diabetes), mental health (e.g., post-traumatic stress disorder, depression), and social cohesion. However, current optimization tools for NBS systems rely on stormwater quantity abatement and, to a lesser extent, economic costs and environmental pollutant mitigation. Therefore, the objective of this study is to explore how NBS planning may be improved to maximize hydrological, environmental, and social co-benefits in an unequivocal and equitable manner. Here, a novel equity-based indexing framework is proposed to better understand how we might optimize social and physical functionalities of NBS systems as a function of transdisciplinary characteristics. Specifically, this study explores the spatial tradeoffs associated with NBS allocation by first optimizing a local watershed-scale model according to traditional metrics of stormwater efficacy (e.g., cost efficiency, hydrological runoff reduction, and pollutant load reduction) using SWMM modeling. The statistical dispersion of social health is then identified using the Area Deprivation Index (ADI), which is a high-resolution spatial account of socioeconomic disadvantages that have been linked to adverse health outcomes, according to United States census properties. As NBSs have been shown to mitigate various adverse health conditions through increased urban greening, this improved understanding of geospatial health characteristics may be leveraged to inform an explicit representation of social wellness within NBS planning frameworks. This study presents and demonstrates a novel framework for integrating hydro-environmental modeling, economic efficiency, and social health deprivation using a dimensionless Gini coefficient, which is intended to spur the positive connection of social and physical influences within robust NBS planning. Hydro-environmental risk (according to hydro-dynamic modeling) and social disparity (according to ADI distribution) are combined within a common measurement unit to capture variation across spatial domains and to optimize fair distribution across the study area. A comparison between traditional SWMM-based optimization and the proposed Gini-based framework reveals how the spatial allocation of NBSs within the watershed may be structured to address significantly more areas of social health deprivation while achieving similar hydro-environmental performance and cost-efficiency. The results of a case study for NBS planning in the White Oak Bayou watershed in Houston, Texas, USA revealed runoff volume reductions of 3.45% and 3.38%, pollutant load reductions of 11.15% and 11.28%, and ADI mitigation metrics of 16.84% and 35.32% for the SWMM-based and the Gini-based approaches, respectively, according to similar cost expenditures. As such, the proposed framework enables an analytical approach for balancing the spatial tradeoffs of overlapping human-water goals in NBS planning while maintaining hydro-environmental robustness and economic efficiency.more » « less

Cold exposure remains a significant public health concern, particularly in the Arctic regions prone to extremely cold weather. While the physical health impacts of cold exposure are well documented, understanding the social vulnerability aspects is crucial for effective mitigation and policy development. This study investigates the multifaceted dimensions of social vulnerability in the face of cold temperatures across various communities in Alaska. Alaska, renowned for its extreme cold temperatures and harsh environmental conditions, poses unique challenges to its residents, particularly in the context of social vulnerability. Drawing on a combination of quantitative data analysis and qualitative insights, we examine the factors contributing to social vulnerability, including demographic, economic, geographic, and infrastructural elements, in terms of the Extremely Cold Social Vulnerability Index, for seven Public Health Regions in Alaska. The Universal Thermal Climate Index in two very cold categories (<−27 °C) was used to identify cold exposure. Factors such as income, housing quality, health status, and resilience of the population play crucial roles in determining an individual or community’s sensitivity to, and ability to cope with, cold temperatures. Our analysis reveals that social vulnerability in Alaska is not uniform but varies significantly among regions. The research findings highlight the importance of considering factors of both sensitivity and adaptivity in understanding and addressing social vulnerability, thereby informing the development of targeted strategies and policies to enhance the resilience of Alaskan communities. As cold temperatures are projected to continue to challenge the region, addressing social vulnerability is essential for ensuring the well-being and safety of Alaska’s diverse populations.more » « less

Abstract Early adversity is a major risk factor for the emergence of psychopathology across development. Identifying mechanisms that support resilience, or favorable mental health outcomes despite exposure to adversity, is critical for informing clinical intervention and guiding policy to promote youth mental health. Here we propose that caregivers play a central role in fostering resilience among children exposed to adversity via caregiving influences on children’s corticolimbic circuitry and emotional functioning. We first delineate the numerous ways that caregivers support youth emotional learning and regulation and describe how early attachment lays the foundation for optimal caregiver support of youth emotional functioning in a developmental stage-specific manner. Second, we outline neural mechanisms by which caregivers foster resilience—namely, by modulating offspring corticolimbic circuitry to support emotion regulation and buffer stress reactivity. Next, we highlight the importance of developmental timing and sensitive periods in understanding caregiving-related mechanisms of resilience. Finally, we discuss clinical implications of this line of research and how findings can be translated to guide policy that promotes the well-being of youth and families.more » « less
