We consider two-alternative elections where voters' preferences depend on a state variable that is not directly observable. Each voter receives a private signal that is correlated to the state variable. As a special case, our model captures the common scenario where voters can be categorized into three types: those who always prefer one alternative, those who always prefer the other, and those contingent voters whose preferences depends on the state. In this setting, even if every voter is a contingent voter, agents voting according to their private information need not result in the adoption of the universally preferred alternative, because the signals can be systematically biased.We present a mechanism that elicits and aggregates the private signals from the voters, and outputs the alternative that is favored by the majority. In particular, voters truthfully reporting their signals forms a strong Bayes Nash equilibrium (where no coalition of voters can deviate and receive a better outcome).

The Wisdom of Strategic Voting
We study the voting game where agents' preferences are endogenously decided by the information they receive, and they can collaborate in a group. We show that strategic voting behaviors have a positive impact on leading to the "correct" decision, outperforming the common non-strategic behavior of informative voting and sincere voting. Our results give merit to strategic voting for making good decisions.
To this end, we investigate a natural model, where voters' preferences between two alternatives depend on a discrete state variable that is not directly observable. Each voter receives a private signal that is correlated with the state variable. We reveal a surprising equilibrium between a strategy profile being a strong equilibrium and leading to the decision favored by the majority of agents conditioned on them knowing the ground truth (referred to as the informed majority decision): as the size of the vote goes to infinity, every ε-strong Bayes Nash Equilibrium with ε converging to 0 formed by strategic agents leads to the informed majority decision with probability converging to 1. On the other hand, we show that informative voting leads to the informed majority decision only under unbiased instances, and sincere voting leads to the informed majority decision only when it also forms an equilibrium.

We study the problem of designing voting rules that take as input the ordinal preferences of n agents over a set of m alternatives and output a single alternative, aiming to optimize the overall happiness of the agents. The input to the voting rule is each agent’s ranking of the alternatives from most to least preferred, yet the agents have more refined (cardinal) preferences that capture the intensity with which they prefer one alternative over another. To quantify the extent to which voting rules can optimize over the cardinal preferences given access only to the ordinal ones, prior work has used the distortion measure, i.e., the worst-case approximation ratio between a voting rule’s performance and the best performance achievable given the cardinal preferences. The work on the distortion of voting rules has been largely divided into two “worlds”: utilitarian distortion and metric distortion. In the former, the cardinal preferences of the agents correspond to general utilities and the goal is to maximize a normalized social welfare. In the latter, the agents’ cardinal preferences correspond to costs given by distances in an underlying metric space and the goal is to minimize the (unnormalized) social cost. Several deterministic and randomized voting rules have been proposed and evaluated for each of these worlds separately, gradually improving the achievable distortion bounds, but none of the known voting rules perform well in both worlds simultaneously. In this work, we prove that one can in fact achieve the “best of both worlds” by designing new voting rules, both deterministic and randomized, that simultaneously achieve near-optimal distortion guarantees in both distortion worlds. We also prove that this positive result does not generalize to the case where the voting rule is provided with the rankings of only the top-t alternatives of each agent, for t < m, and study the extent to which such best-of-both-worlds guarantees can be achieved.more » « less

null (Ed.)As predictive models are deployed into the real world, they must increasingly contend with strategic behavior. A growing body of work on strategic classification treats this problem as a Stackelberg game: the decision-maker "leads" in the game by deploying a model, and the strategic agents "follow" by playing their best response to the deployed model. Importantly, in this framing, the burden of learning is placed solely on the decision-maker, while the agents' best responses are implicitly treated as instantaneous. In this work, we argue that the order of play in strategic classification is fundamentally determined by the relative frequencies at which the decision-maker and the agents adapt to each other's actions. In particular, by generalizing the standard model to allow both players to learn over time, we show that a decision-maker that makes updates faster than the agents can reverse the order of play, meaning that the agents lead and the decision-maker follows. We observe in standard learning settings that such a role reversal can be desirable for both the decision-maker and the strategic agents. Finally, we show that a decision-maker with the freedom to choose their update frequency can induce learning dynamics that converge to Stackelberg equilibria with either order of play.more » « less

The sender chooses one of her signals about the state of the world (i.e., an anecdote) and communicates it to the receiver who takes an action affecting both players. The sender and receiver both care about the state of the world but are also influenced by personal preferences, so their ideal actions can differ. We characterize perfect Bayesian equilibria. The sender faces a temptation to persuade: she wants to select a biased anecdote to influence the receiver’s action. Anecdotes are still informative to the receiver (who will debias at equilibrium) but the attempt to persuade comes at the cost of precision. This gives rise to informational homophily where the receiver prefers to listen to like-minded senders because they provide higher-precision signals. Communication becomes polarized when the sender is an expert with access to many signals, with the sender choosing extreme outlier anecdotes at equilibrium (unless preferences are perfectly aligned). This polarization dissipates all the gains from communication with an increasingly well-informed sender when the anecdote distribution is heavy-tailed. Experts therefore face a curse of informedness: receivers will prefer to listen to less-informed senders who cannot pick biased signals as easily.more » « less

Voting is used widely to identify a collective decision for a group of agents, based on their preferences. In this paper, we focus on evaluating and designing voting rules that support both the privacy of the voting agents and a notion of fairness over such agents. To do this, we introduce a novel notion of group fairness and adopt the existing notion of local differential privacy. We then evaluate the level of group fairness in several existing voting rules, as well as the trade-offs between fairness and privacy, showing that it is not possible to always obtain maximal economic efficiency with high fairness or high privacy levels. Then, we present both a machine learning and a constrained optimization approach to design new voting rules that are fair while maintaining a high level of economic efficiency. Finally, we empirically examine the effect of adding noise to create local differentially private voting rules and discuss the three-way trade-off between economic efficiency, fairness, and privacy.This paper appears in the special track on AI & Society.more » « less
