Abstract This paper (Wu 2016), which was published in AI EDAM online on August 22, 2016, has been retracted by Cambridge University Press as it is very similar in content to a published ASME Conference Proceedings paper. The article in question and the ASME Conference Proceedings paper were submitted for review with AI EDAM and the ASME at similar times, but copyright was assigned to ASME before the paper was accepted in AI EDAM and therefore the article in AI EDAM is being retracted. (In recent years, industrial nations around the globe have invested heavily in new technologies, software, and services to advance digital design and manufacturing using cyber-physical systems, data analytics, and high-performance computing. Many of these initiatives, such as cloud-based design and manufacturing, fall under the umbrella of what has become known as Industry 4.0 or Industrial Internet and are often hailed as pillars of a new industrial revolution. While an increasing number of companies are developing or already offer commercial cloud-based software packages and services for digital design and manufacturing, little work has been reported on providing a review of the state of the art of these commercial software and services as well as identifying research gaps in this field. The objective of this paper is to present a state-of-the-art review of digital design and manufacturing software and services that are currently available on the cloud. The focus of this paper is on assessing to what extent engineering design, engineering analysis, manufacturing, and production across all phases of the product development lifecycles can already be performed based on the software and services accessed through the cloud. In addition, the key capabilities and benefits of these software packages and services are discussed. Based on the assessment of the core features of commercial software and services, it can be concluded that almost all phases of product realization can be conducted through digital design and manufacturing software and services on the cloud. Finally, existing research gaps and related challenges to overcome are identified. The state-of-the-art review serves to provide a technology guide for decision makers in their efforts to select suitable cloud-based software and services as alternatives to existing in-house resources as well as to recommend new research areas.)

The Carceral State: Implications for Information and Technology Research and Practice
This systematic literature review synthesizes published sources from the ASIS&T Digital Library and the ACM Digital Library to develop a definition of the carceral state and to show how the term has been used in contemporary technology‐focused research. The carceral state concept has been adopted and applied widely in multiple areas of social scientific research to refer to the formal institutions of the criminal justice system proper and other social arrangements, ideologies, practices, and technologies that punish, surveil, and contain populations. Our review reveals a recent and increasing engagement with the carceral state in the collections surveyed. Encouraged by this increasing attention, this review is an attempt to introduce the carceral state as a guiding framework for tech‐society research and to consider implications for advancing responsibility, reflexivity, and care in the creation and evaluation of information systems, programs, and services.

Geographers have been central to identifying and exploring the shifting spatialities of border enforcement and how different enforcement strategies alter the geography of state sovereignty. Migration-related public information campaigns (PICs) are one strategy that has received increasing attention from geographers and social scientists more broadly in recent years. While existing research examines the sites and spaces where PICs are distributed, as well as the affective content of their messaging, little research has examined the development of campaigns and the transnational connections that enable their deployment. This article draws on work in the fields of carceral circuitry and transnational enforcement networks in order to expand our understanding of affective governmentality as a transnational strategy of border governance. Based on data collected as part of a large-scale comparative study of the use of PICs by the US and Australian governments, we argue that this form of affective governmentality relies upon transnational circuits through which people, money, and knowledge move to enable the development and circulation of affective messaging. In doing so, we develop the concept of transnational affective circuitry to refer to the often contingent, temporary relations and connections that enable PICs to operate as a form of transnational affective governmentality aimed at hindering unauthorized migration. Our analysis illustrates the transnational connections that enable increasingly expansive and creative forms of border enforcement to emerge while also expanding the scope of examinations of affective governmentality to attend to the relations that undergird and enable this form of transnational governance.more » « less

Theorizing situates bystander intervention approaches to combat- ting street sexual harassment as either an anti-carceral mode of social justice concerned with citizen responsibility and reshaping community norms or a carceral practice that shifts forms and sites of penal power. This article examines the intersection and effect of carceral and anti-carceral framing techniques in the 2015 “The Harasser is a Criminal” media campaign deployed by the Egyptian anti-sexual harassment initiative HarassMap to promote bystander intervention. Situated within a sphere of Egyptian gender activism that is transnational, secular, and feminist-oriented, and operating within a militarized, authoritarian political context, HarassMap’s campaign complicates how bystander intervention is instrumentalized as a technology of power to shape subjective and intersubjective responses to Egypt’s street sexual harassment problem. Carceral and anti-carceral currents ow together in their campaign not to promote a reliance on police or juridical structures for redress, but to cultivate new ethical dispositions as a means of mobilizing individuals to act. Through the figure of the bystander, HarassMap is engaged in a biopolitical project which seeks to create new neoliberal subjects who police themselves and assume responsibility for their own behavior in public space.more » « less

Abstract Data for Policy (dataforpolicy.org), a trans-disciplinary community of research and practice, has emerged around the application and evaluation of data technologies and analytics for policy and governance. Research in this area has involved cross-sector collaborations, but the areas of emphasis have previously been unclear. Within the Data for Policy framework of six focus areas, this report offers a landscape review of Focus Area 2: Technologies and Analytics. Taking stock of recent advancements and challenges can help shape research priorities for this community. We highlight four commonly used technologies for prediction and inference that leverage datasets from the digital environment: machine learning (ML) and artificial intelligence systems, the internet-of-things, digital twins, and distributed ledger systems. We review innovations in research evaluation and discuss future directions for policy decision-making.more » « less

The emergence of electrowetting-on-dielectric (EWOD) in the early 2000s made the once-obscure electrowetting phenomenon practical and led to numerous activities over the last two decades. As an eloquent microscale liquid handling technology that gave birth to digital microfluidics, EWOD has served as the basis for many commercial products over two major application areas: optical, such as liquid lenses and reflective displays, and biomedical, such as DNA library preparation and molecular diagnostics. A number of research or start-up companies ( e.g. , Phillips Research, Varioptic, Liquavista, and Advanced Liquid Logic) led the early commercialization efforts and eventually attracted major companies from various industry sectors ( e.g. , Corning, Amazon, and Illumina). Although not all of the pioneering products became an instant success, the persistent growth of liquid lenses and the recent FDA approvals of biomedical analyzers proved that EWOD is a powerful tool that deserves a wider recognition and more aggressive exploration. This review presents the history around major EWOD products that hit the market to show their winding paths to commercialization and summarizes the current state of product development to peek into the future. In providing the readers with a big picture of commercializing EWOD and digital microfluidics technology, our goal is to inspire further research exploration and new entrepreneurial adventures.more » « less
