Title: Dynamics of resilience–equity interactions in resource-based communities
Abstract

Despite the growing focus on understanding how to build resilience, the interaction between resilience and equity, particularly in the context of power asymmetries like those in communities reliant on resource-based industries, or resource-based communities, is not well understood. Here we present a stylized dynamical systems model of asymmetric resource access and control in resource-based communities that links industrial resource degradation, community well-being, and migration in response to economic and resource conditions. The model reveals a mechanism of collapse due to these dynamics in which over-extraction and resource degradation trigger irreversible population decline. Regulating resource extraction can increase resilience (in the sense of persistence) while also shifting the sustainable equilibrium and the implications for equity. Resilience does not guarantee equity at equilibrium, and this misalignment is more pronounced in the transient interactions between short term equity and long term resilience. The misalignment between resilience and equity demonstrates how equity considerations change the policy design process in important ways.

  1. Abstract

    To meet the challenges of hazards impacting coastal communities, demand is growing for more equitable coastal natural hazard adaptation and disaster mitigation approaches, supported by co-productive research partnerships. This review paper outlines contemporary advances in hazard adaptation and disaster mitigation with attention to how an equity and justice framework can address the uneven impacts of hazards on marginalized and underserved communities. Drawing upon the allied concepts of distributive, procedural, systemic, and recognitional equity and justice, we illustrate how these concepts form the basis for equitable coastal resilience. To demonstrate how equitable resilience can effectively advance contemporary adaptation and mitigation strategies, we present two vignettes where collaborative partnerships underscore how equitable coastal hazard planning and response practices complement these processes in coastal zones subject to large earthquakes and tsunamis. The first vignette focuses on disaster response and takes place in the Tohoku region of Japan, with diverse gender and sexual minority community members’ experiences of, and responses to, the 2011 Tohoku disasters. The second vignette centers on hazard planning and takes place on the U.S. Pacific Northwest coast along the Cascadia Subduction Zone to demonstrate how principles of distributive, procedural, systemic, and recognitional equity can inform the co-production of alternative coastal futures that prioritize equitable resilience. From this discussion, we suggest applying an equity lens to research processes, including alternative futures modeling frameworks, to ensure that the benefits of hazard adaptation and disaster mitigation strategies are equitably applied and shared.

  2. Abstract

    Disturbance and environmental change may cause communities to converge on a steady state, diverge towards multiple alternative states or remain in long‐term transience. Yet, empirical investigations of successional trajectories are rare, especially in systems experiencing multiple concurrent anthropogenic drivers of change. We examined succession in old field grassland communities subjected to disturbance and nitrogen fertilization using data from a long‐term (22‐year) experiment. Regardless of initial disturbance, after a decade communities converged on steady states largely determined by resource availability, where species turnover declined as communities approached dynamic equilibria. Species favoured by the disturbance were those that eventually came to dominate the highly fertilized plots. Furthermore, disturbance made successional pathways more direct revealing an important interaction effect between nutrients and disturbance as drivers of community change. Our results underscore the dynamical nature of grassland and old field succession, demonstrating how community properties such as diversity change through transient and equilibrium states.

  3. Abstract

    Infrastructure resilience plays an important role in mitigating the negative impacts of natural hazards by ensuring the continued accessibility and availability of resources. Increasingly, equity is recognized as essential for infrastructure resilience. Yet, after about a decade of research on equity in infrastructure resilience, what is missing is a systematic overview of the state of the art and a research agenda across different infrastructures and hazards. To address this gap, this paper presents a systematic review of equity literature on infrastructure resilience in relation to natural hazard events. In our systematic review of 99 studies, we followed an 8-dimensional assessment framework that recognizes 4 equity definitions including distributional-demographic, distributional-spatial, procedural, and capacity equity. Significant findings show that (1) the majority of studies found were located in the US, (2) interest in equity in infrastructure resilience has been exponentially rising, (3) most data collection methods used descriptive and open-data, particularly with none of the non-US studies using human mobility data, (4) limited quantitative studies used non-linear analysis such as agent-based modeling and gravity networks, (5) distributional equity is mostly studied through disruptions in power, water, and transportation caused by flooding and tropical cyclones, and (6) other equity aspects, such as procedural equity, remain understudied. We propose that future research directions could quantify the social costs of infrastructure resilience and advocate a better integration of equity into resilience decision-making. This study fills a critical gap in how equity considerations can be integrated into infrastructure resilience against natural hazards, providing a comprehensive overview of the field and developing future research directions to enhance societal outcomes during and after disasters. As such, this paper is meant to inform and inspire researchers, engineers, and community leaders to understand the equity implications of their work and to embed equity at the heart of infrastructure resilience plans.

  4. Abstract

    Local food systems can have economic and social benefits by providing income for producers and improving community connections. Ongoing global climate change and the acute COVID-19 pandemic crisis have shown the importance of building equity and resilience in local food systems. We interviewed ten stakeholders from organizations and institutions in a U.S. midwestern city exploring views on past, current, and future conditions to address the following two objectives: 1) Assess how local food system equity and resilience were impacted by the COVID-19 pandemic, and 2) Examine how policy and behavior changes could support greater equity and resilience within urban local food systems. We used the Community Capitals Framework to organize interviewees’ responses for qualitative analyses of equity and resilience. Four types of community capital were emphasized by stakeholders: cultural and social, natural, and political capital. Participants stated that the local food system in this city is small; more weaknesses in food access, land access, and governance were described than were strengths in both pre- and post-pandemic conditions. Stakeholder responses also reflected lack of equity and resilience in the local food system, which was most pronounced for cultural and social, natural and political capitals. However, local producers’ resilience during the pandemic, which we categorized as human capital, was a notable strength. An improved future food system could incorporate changes in infrastructure (e.g., food processing), markets (e.g., values-based markets) and cultural values (e.g., valuing local food through connections between local producers and consumers). These insights could inform policy and enhance community initiatives and behavior changes to build more equitable and resilient local food systems in urban areas throughout the U.S. Midwest.

  5. Abstract Background

    Although anthropogenic climate change poses existential challenges for Indigenous communities in the Arctic, these challenges are not entirely unprecedented. Over many generations, Arctic peoples have developed a wide range of behavioral strategies to navigate environmental change and uncertainty, and these strategies provide a foundation for contemporary adaptation.

    Aims

    In this article, we focus on mixed cash‐subsistence economies and the social networks that underlie them in Alaska. The patterns of food production, labor exchange, and food sharing in subsistence‐oriented communities throughout Alaska are driven by the productivity of keystone households who regularly harvest and share resources within and between communities.

    Materials & Methods

    Building on previous research suggesting the critical importance of these networks to community resilience, we use network analysis to investigate whether patterns in resource transfers between households are associated with subsistence harvest diversity—the diversity of species harvested by a household unit. We use exponential random graph models to describe the structure of a sharing network from Aniak, Alaska, and model the links between harvest productivity, harvest diversity, and household position in this network.

    Results

    Our results indicate that both productivity and diversity are positively associated with network connections, and that productivity alone provides an incomplete model of network structure.

    Discussion

    We suggest that subsistence harvest diversity may play a unique role in supporting adaptive capacity and resilience by maintaining the productivity of keystone households despite changing environments and sustaining social network structures that circulate resources throughout the community. Harvest diversity may also serve as a broad indicator of Indigenous ecological knowledge and a tangible representation of cultural practices, values, and worldviews that underlie subsistence in Alaska.

    Conclusion

    Greater attention to harvest diversity is important for understanding how subsistence networks adapt to environmental change and uncertainty linked to social and ecological dynamics of anthropogenic climate change.
