Title: Understanding the Interrelationships between Infrastructure Resilience and Social Equity Using Social Media Data
The 2030 Global Sustainable Development Agenda of United Nations highlighted the critical importance of understanding the integrated nature between enhancing infrastructure resilience and facilitating social equity. Social equity is defined as equal opportunities provided to different people by infrastructure. It addresses disparities and unequal distribution of goods, services, and amenities. Infrastructure resilience is defined as the ability of infrastructure to withstand, adapt, and quickly recover from disasters. Existing research shows that infrastructure resilience and social equity are closely related to each other. However, there is a lack of research that explicitly understands the complex relationships between infrastructure resilience and social equity. To address this gap, this study aims to examine such interrelationships using social media data. Social media data is increasingly being used by researchers and proven to be a reliable source of valuable information for understanding human activities and behaviors in a disaster setting. The spatiotemporal distribution of disaster-related messages helps with real-time and quick assessment of the impact of disasters on infrastructure and human society across different regions. Using social media data also offers the advantages of saving time and cost, compared to other traditional data collection methods. As a first step of this study, this paper presents our work on collecting and analyzing the Twitter activities during 2018 Hurricane Michael in disaster-affected counties of Florida Panhandle area. The collected Twitter data was organized based on the geolocations of affected counties and was compared against the infrastructure resilience and social equity data of the affected counties. The results of the analysis indicate that (1) Twitter activities can be used as an important indicator of infrastructure resilience conditions, (2) socially vulnerable populations are not as active as general populations on social media in a disaster setting, and (3) vulnerable populations require a longer time for disaster recovery.  more » « less

Increasingly, people are relying upon cellular and internet-based technology to communicate that information—modalities that are acutely vulnerable to the disruptions to telecommunication infrastructure that are common during disasters. Focusing on Hurricane Maria (2017) and its long-term impacts on Puerto Rico, this research examines how people affected by severe and sustained disruptions to telecommunications services adapt to those disruptions. Leveraging social media trace data as a window into the real-time activities of people who were actively adapting, we use a primarily qualitative approach to identify and characterize how people changed their telecommunications practices and routines—and especially how they changed their locations—to access Wi-Fi and cellular service in the weeks and months after the hurricane. These findings have implications for researchers seeking to better understand human responses to disasters and responders seeking to identify strategies to support affected populations.

The objective of this paper is to propose and test a system analytics framework based on social sensing and text mining to detect topic evolution associated with the performance of infrastructure systems in disasters. Social media, like Twitter, as active channels of communication and information dissemination, provide insights into real-time information and first-hand experience from affected areas in mass emergencies. While the existing studies show the importance of social sensing in improving situational awareness and emergency response in disasters, the use of social sensing for detection and analysis of infrastructure systems and their resilience performance has been rather limited. This limitation is due to the lack of frameworks to model the events and topics (e.g., grid interruption and road closure) evolution associated with infrastructure systems (e.g., power, highway, airport, and oil) in times of disasters. The proposed framework detects infrastructure-related topics of the tweets posted in disasters and their evolutions by integrating searching relevant keywords, text lemmatization, Part-of-Speech (POS) tagging, TF-IDF vectorization, topic modeling by using Latent Dirichlet Allocation (LDA), and K-Means clustering. The application of the proposed framework was demonstrated in a study of infrastructure systems in Houston during Hurricane Harvey. In this case study, more than sixty thousand tweets were retrieved from 150-mile radius in Houston over 39 days. The analysis of topic detection and evolution from user-generated data were conducted, and the clusters of tweets pertaining to certain topics were mapped in networks over time. The results show that the proposed framework enables to summarize topics and track the movement of situations in different disaster phases. The analytics elements of the proposed framework can improve the recognition of infrastructure performance through text-based representation and provide evidence for decision-makers to take actionable measurements.

  4. This article seeks to go beyond traditional GIS methods used in creating maps for disaster response that commonly look at the disaster extent. Instead, a slightly different approach is taken using social media data collected from Twitter to explore how people communicate during disaster events, how online communities form and evolve, and how communication methods can improve. This study collected the Twitter data during the 2015 Nepal earthquake disaster and applied a spatiotemporal analysis to find any patterns that show shadows or gaps in communication channels in local communities’ communication. Linkages in social media can be used to understand how people communicate, how quickly they diffuse information, and how social networks form online during disasters. These can improve communication throughout disaster phases. This study offers a deeper understanding of the kinds of spatiotemporal patterns and spatial social networks that can be observed during disaster events. The need for better communication during disaster events is imperative for better disaster management, increasing community resilience, and saving lives.

  5. When natural disasters occur, various organizations and agencies turn to social media to understand who needs help and how they have been affected. The purpose of this study is twofold: first, to evaluate whether hurricane-related tweets have some consistency over time, and second, whether Twitter-derived content is thematically similar to other private social media data. Through a unique method of using Twitter data gathered from six different hurricanes, alongside private data collected from qualitative interviews conducted in the immediate aftermath of Hurricane Harvey, we hypothesize that there is some level of stability across hurricane-related tweet content over time that could be used for better real-time processing of social media data during natural disasters. We use latent Dirichlet allocation (LDA) to derive topics, and, using Hellinger distance as a metric, find that there is a detectable connection among hurricane topics. By uncovering some persistent thematic areas and topics in disaster-related tweets, we hope these findings can help first responders and government agencies discover urgent content in tweets more quickly and reduce the amount of human intervention needed.
