Title: Hurricane adaptation behaviors in Texas and Florida: exploring the roles of negative personal experience and subjective attribution to climate change
Abstract Understanding the motivation to adopt personal household adaptation behaviors in the face of climate change-related hazards is essential for developing and implementing behaviorally realistic interventions that promote well-being and health. Escalating extreme weather events increase the number of those directly exposed and adversely impacted by climate change. But do people attribute these negative events to climate change? Such subjective attribution may be a cognitive process whereby the experience of negative climate-change-related events may increase risk perceptions and motivate people to act. Here we surveyed a representative sample of 1846 residents of Florida and Texas, many of whom had been repeatedly exposed to hurricanes on the Gulf Coast, facing the 2020 Atlantic hurricane season. We assessed prior hurricane negative personal experiences, climate-change-related subjective attribution (for hurricanes), risk appraisal (perceived probability and severity of a hurricane threat), hurricane adaptation appraisal (perceived efficacy of adaptation measures and self-efficacy to address the threat of hurricanes), and self-reported hurricane personal household adaptation. Our findings suggest that prior hurricane negative personal experiences and subjective attribution are associated with greater hurricane risk appraisal. Hurricane subjective attribution moderated the relationship between hurricane negative personal experiences and risk appraisal; in turn, negative hurricane personal experiences, hurricane risk appraisal, and adaptation appraisal were positively associated with self-reported hurricane personal adaptation behaviors. Subjective attribution may be associated with elevated perceived risk for specific climate hazards. Communications that help people understand the link between their negative personal experiences (e.g. hurricanes) and climate change may help guide risk perceptions and motivate protective actions, particularly in areas with repeated exposure to threats.  more » « less

  1. Identifying and understanding risk perceptions—“how bad are the harms” to humans or to what they value that people see as potentially or actually arising from entities or events—has been critical for risk analysis, both for its own sake, and for expected associations between risk perceptions and subsequent outcomes, such as risky or protective behavior, or support for hazard management policies. Cross-sectional surveys have been the dominant method for identifying and understanding risk perceptions, yielding valuable data. However, cross-sectional surveys are unable to probe the dynamics of risk perceptions over time, which is critical to do while living in a dynamically hazardous world and to build causal understandings. Building upon earlier longitudinal panel studies of Americans’ Ebola and Zika risk perceptions using multi-level modeling to assess temporal changes in these views and inter-individual factors affecting them, we examined patterns in Americans’ COVID-19 risk perceptions in six waves across 14 months. The findings suggest that, in general, risk perceptions increased from February 2020 to April 2021, but with varying trends across different risk perception measures (personal, collective, affective, affect, severity, and duration). Factors in baseline risk perceptions (Wave 1) and inter-individual differences across waves differed even more: baseline ratings were associated with how immediate the threat is (temporal distance) and how likely the threat would affect people like oneself (social distance), and following the United States news about the pandemic. Inter-individual trend differences were shaped most by temporal distance, whether local coronavirus infections were accelerating their upward trend, and subjective knowledge about viral transmission. Associations of subjective knowledge and risk trend with risk perceptions could change signs (e.g. from positive to negative) over time. These findings hold theoretical implications for risk perception dynamics and taxonomies, and research design implications for studying risk perception dynamics and their comparison across hazards.

  2. Abstract This study investigates how different risk predictors influenced households’ evacuation decisions during a dual‐threat event (Hurricane Laura and COVID‐19 pandemic). The Protective Action Decision Model (PADM) literature indicates that perceived threat variables are the most influential variables that drive evacuation decisions. This study applies the PADM to investigate a dual‐threat disaster that has conflicting protective action recommendations. Given the novelty, scale, span, impact, and messaging around COVID‐19, it is crucial to see how hurricanes along the Gulf Coast—a hazard addressed seasonally by residents with mostly consistent protective action messaging—produce different reactions in residents in this pandemic context. Household survey data were collected during early 2021 using a disproportionate stratified sampling procedure to include households located in mandatory and voluntary evacuation areas across the coastal counties in Texas and parishes in Louisiana that were affected by Hurricane Laura. Structural equation modeling was used to identify the relationships between perceived threats and evacuation decisions. The findings suggest affective risk perceptions strongly affected cognitive risk perceptions (CRPs). Notably, hurricane and COVID‐19 CRPs are significant predictors of hurricane evacuation decisions in different ways. Hurricane CRPs encourage evacuation, but COVID‐19 CRPs hinder evacuation decisions.

    Household resilience to natural hazards is a critical issue facing society with the advent of climate change. In this work, we developed one of the first household natural hazard resilience geospatial models for Rwanda designed to understand household resilience at detailed spatial resolutions. We evaluated indicators within the model through empirical fieldwork using an easy-to-deploy survey on Android tablets. To the best of our knowledge, the work presented here is innovative as it is some of the first to use geospatial technology-based surveys to conduct household-level natural disaster resilience surveys in Rwanda. Select results presented in this paper indicated that household vulnerabilities and subsequent resilience generally matched existing district-level risk mapping of Rwanda. However, our work went beyond existing risk mapping to understand individual household perceptions of resilience. Respondents generally reported a mix of positive and negative drivers of household resilience. Security vis-à-vis natural disasters and economic situation was perceived as very insecure, healthcare and education were very secure, and utilities, food and water, and housing were generally perceived as insecure but not as insecure as economic situation and security to future disasters. There is much more that can be understood in terms of household resilience as it relates to many factors of household resiliency in our model including physical vulnerabilities, financial capacity, information access, technological capacity, and most importantly, resilience perceptions.

  4. Abstract This paper presents a proof of concept for a new analogue-based framework for the detection and attribution of hurricane-related hazards. This framework addresses two important limitations of existing analogue-based methodologies: the lack of observed similar events, and the unsuitability of the distance metrics for hurricanes. To do so, we use a track-based metric, and we make use of synthetic tracks catalogues. We show that our method allows for selecting a sufficient number of suitable analogues, and we apply it to nine hurricane cases. Our analysis does not reveal any robust changes in wind hazards, translation speed, seasonality, or frequency over recent decades, consistent with current literature. This framework provides a reliable alternative to traditional analogue-based methods in the case of hurricanes, complementing and potentially enhancing efforts in addressing extreme weather event attribution.

  5. Abstract Private woodland owners (PWOs) face an increasing number of considerations for climate change adaptation and mitigation activities in their forest management. Evidence suggests there may be a disconnect between PWOs’ climate change perceptions and behaviors, which can limit implementation. We conducted seventeen semistructured interviews in Maine to develop a typological framework of PWOs based on their perceptions of climate-induced threats and efficacy. Our results produced three types of PWOs: the steady-as-they-go landowner (low perceived threat), the science-driven landowner (high perceived threat; high efficacy), and the seeking-support landowner (high perceived threat; low efficacy). Although all three types of PWOs regularly implemented resistance and resilience practices, their attitudes toward transition practices (i.e., assisted migration) diverged based on their perceptions of threat and efficacy. This typological framework can be used when targeting communications to PWOs regarding the overlap between climate adaptive management and traditional best management practices. Study Implications: PWOs in our study recognized climate-related impacts while implementing diverse forest management practices to meet both climate-related and non-climate-related objectives. The divergent attitudes toward transition practices exhibited by our three PWO types highlight the notion that adaptive practices can be both intentional and incidental. Our findings suggest that outreach efforts should understand PWO perceptions of climate change threats and their feelings of efficacy in responding to such threats. When combined with knowledge about the overlap between traditional best management practices and new climate-adaptive strategies, extension and outreach efforts can tailor their messaging to fit the appropriate audience.
