First Floor Elevation (FFE) of a house is crucial information for flood management and for accurately assessing the flood exposure risk of a property. However, the lack of reliable FFE data on a large geographic scale significantly limits efforts to mitigate flood risk, such as decision on elevating a property. The traditional method of collecting elevation data of a house relies on time-consuming and labor-intensive on-site inspections conducted by licensed surveyors or engineers. In this paper, we propose an automated and scalable method for extracting FFE from mobile LiDAR point cloud data. The fine-tuned yolov5 model is employed to detect doors, windows, and garage doors on the intensity-based projection of the point cloud, achieving an mAP@0.5:0.95 of 0.689. Subsequently, FFE is estimated using detected objects. We evaluated the Median Absolute Error (MAE) metric for the estimated FFE in Manville, Ventnor, and Longport, which resulted in values of 0.2 ft, 0.27 ft, and 0.24 ft, respectively. The availability of FFE data has the potential to provide valuable guidance for setting flood insurance premiums and facilitating benefit-cost analyses of buyout programs targeting residential buildings with a high flood risk.

Exploring flood mitigation governance by estimating first-floor elevation via deep learning and google street view in coastal Texas
Flood mitigation governance is critical for coastal regions where flooding has caused considerable damage. Raising the First-Floor Elevation (FFE) above the base flood elevation (BFE) is an effective mitigation measure for buildings with a high risk of flooding. In the U.S., measuring FFE is necessary to obtain an Elevation Certificate (E.C.) for the National Flood Insurance Program (NFIP) and has traditionally required labor-consuming field surveys. However, the advances in computer vision technology have facilitated the handling of large image datasets, leading to new FFE measurement approaches. Taking Galveston Island (including the cities of Galveston and Jamaica Beach) in Coastal Texas as a case study, we explore how these new approaches may inform flood risk management and governance, including how FFE estimates may be combined with BFE estimates from flood inundation probability mapping to model the predicted cost of raising buildings’ FFE above their BFE. After establishing the FFE model’s accuracy by comparing its results with previously validated FFE estimates in three districts of Galveston, we generalize the workflow to building footprints across Galveston Island. By combining the FFE data derived from our workflow with multidimensional building information, we further analyze the future flood control and post-disaster maintenance strategies. Our findings present valuable data collection paradigms and methodological concepts that inform flood governance for Galveston Island. The proposed workflow can be extended to flood management and research for other vulnerable coastal communities.

Flooding is a natural hazard that touches nearly all facets of the globe and is expected to become more frequent and intensified due to climate and land-use change. However, flooding does not impact all individuals equally. Therefore, understanding how flooding impacts distribute across populations of different socioeconomic and demographic backgrounds is vital. One approach to reducing flood risk on people is using indicators, such as social vulnerability indices and flood exposure metrics, to inform decision-making for flood risk management. However, such indicators can face the scale and zonal effect produced by the Modifiable Areal Unit Problem (MAUP). This study investigates how the U.S. Census block group, tract, and county scale selection impacts social vulnerability and flood exposure outcomes within coastal Virginia, USA. Here we show how (1) scale selection can obstruct our understanding of drivers of vulnerability, (2) increasingly aggregated scales significantly undercount highly vulnerable populations, and (3) hotspot clusters of social vulnerability and flood exposure can identify variable priority areas for current and future flood risk reduction. Study results present considerations about using such indicators, given the real-life consequences that can occur due to the MAUP. The results of this work warrant understanding the implications of scale selection on research methodological approaches and what this means for practitioners and policymakers that utilize such information to help guide flood mitigation strategies.more » « less

Rising waters and land subsidence are increasing relative sea levels in western and northern Alaska, forcing communities to relocate or armor in place. To appropriately plan and make equitable decisions, there is a need to forecast the risk of flood exposure in coastal Alaskan communities and to evaluate methods to mitigate that risk. This paper conducts use-inspired science to evaluate the current and future flood exposure of roads in Hooper Bay, Alaska, proposes a unit cost of flood exposure to estimate the cost of flooding, and compares various mitigation efforts including elevating roads and building dikes. Nine historic storms and their associated flood depths were subject to return-period analysis and modeled for several sea level rise scenarios. Based on the simulated road flood exposure (km hours/storm), and the storm-return period, an annual flood exposure (km hours/year) was computed. Then, the unit cost of flood exposure (USD/km hours) was determined as the ratio of the cost of flood mitigation (USD/year) to the annual flood exposure mitigated by the project. The analysis found that the unit cost of flood exposure, in conjunction with flood exposure calculations, does provide an approximate flood risk calculation, though a unitized cost of flood exposure needs to be divided into lump sum costs and materials costs. The analysis also found that dikes may be a more cost-effective alternative than road elevation. The flood risk calculation, based on the unit cost of flood exposure, could be made for all of the communities in a given region to identify those communities that face a high flood risk. Furthermore, if one divides the unit cost of flood exposure by the population, one obtains a cost/benefit ratio that potentially could be used to prioritize flood mitigation work.more » « less

Oliver Hensengerth (Ed.)Current approaches to flood management are increasingly insufficient to deal with intensifying flood trends. In this paper, we define and map out the responsibilities and relationships of local, state, and federal governing entities at various levels. We use these relationships to identify gaps in governance needed to address the high financial, human, and infrastructure costs of flooding. This paper offers a description of current flood policies and provides recommendations for innovations in policy solutions to improve governance gaps. We identify three themes from the literature on intergovernmental relations and flood governance: (1) intergovernmental relations (interlinkages and gaps) for flood governance; (2) risks inherent to flood governance (financial, physical, social and individual, and perception of risk); (3) data adequacy and interoperability.more » « less

Small Island Developing States (SIDS) have long been recognized as some of the planet’s most vulnerable areas to climate change, notably to rising sea levels and coastal extremes. They have been crucial in raising ambitions to keep global warming below 1.5 °C and in advancing the difficult debate on loss and damage. Still, quantitative estimates of loss and damage for SIDS under different mitigation targets are lacking. Here we carry out an assessment of future flood risk from slow-onset sea-level rise and episodic sea-level extremes along the coastlines of SIDS worldwide. We show that by the end of this century, without adaptation, climate change would amplify present direct economic damages from coastal flooding by more than 14 times under high-emissions scenarios. Keeping global warming below 1.5 °C could avoid almost half of unmitigated damage, depending on the region. Achieving this climate target, however, would still not prevent several SIDS from suffering economic losses that correspond to considerable shares of their GDP, probably leading to forced migration from low-lying coastal zones. Our results underline that investments in adaptation and sustainable development in SIDS are urgently needed, as well as dedicated support to assisting developing countries in responding to loss and damage due to climate change.more » « less
