Title: A Survey on Data-driven COVID-19 and Future Pandemic Management
The COVID-19 pandemic has resulted in more than 440 million confirmed cases globally and almost 6 million reported deaths as of March 2022. Consequently, the world experienced grave repercussions to citizens’ lives, health, wellness, and the economy. In responding to such a disastrous global event, countermeasures are often implemented to slow down and limit the virus’s rapid spread. Meanwhile, disaster recovery, mitigation, and preparation measures have been taken to manage the impacts and losses of the ongoing and future pandemics. Data-driven techniques have been successfully applied to many domains and critical applications in recent years. Due to the highly interdisciplinary nature of pandemic management, researchers have proposed and developed data-driven techniques across various domains. However, a systematic and comprehensive survey of data-driven techniques for pandemic management is still missing. In this article, we review existing data analysis and visualization techniques and their applications for COVID-19 and future pandemic management with respect to four phases (namely, Response, Recovery, Mitigation, and Preparation) in disaster management. Data sources utilized in these studies and specific data acquisition and integration techniques for COVID-19 are also summarized. Furthermore, open issues and future directions for data-driven pandemic management are discussed.  more » « less

  1. The COVID-19 pandemic exposed the fragility of global and domestic seafood markets. We examined the main impacts and responses of the small-scale fisheries (SSF) sector, and found that mitigation and preparedness strategies should be prioritised to boost resilience in SSF. We provide five policy options and considerations: (1) improving access to insurance and financial services; (2) strengthening local and regional markets and supporting infrastructure; (3) recognising fisheries as an essential service; (4) integrating disaster risk management into fisheries management systems; and (5) investing in Indigenous and locally-led fisheries management. Response and recovery measures need to explicitly build strategies to maintain or boost inclusion and equity in SSF.

Objective We aimed to identify opportunities for application of human factors knowledge base to mitigate disaster management (DM) challenges associated with the unique characteristics of the COVID-19 pandemic. Background The role of DM is to minimize and prevent further spread of the contagion over an extended period of time. This requires addressing large-scale logistics, coordination, and specialized training needs. However, DM-related challenges during the pandemic response and recovery are significantly different than with other kinds of disasters. Method An expert review was conducted to document issues relevant to human factors and ergonomics (HFE) in DM. Results The response to the COVID-19 crisis has presented complex and unique challenges to DM and public health practitioners. Compared to other disasters and previous pandemics, the COVID-19 outbreak has had an unprecedented scale, magnitude, and propagation rate. The high technical complexity of response and DM coupled with lack of mental model and expertise to respond to such a unique disaster has seriously challenged the response work systems. Recent research has investigated the role of HFE in modeling DM systems’ characteristics to improve resilience, accelerating emergency management expertise, developing agile training methods to facilitate dynamically changing response, improving communication and coordination among system elements, mitigating occupational hazards including guidelines for the design of personal protective equipment, and improving procedures to enhance efficiency and effectiveness of response efforts. Conclusion This short review highlights the potential for the field’s contribution to proactive and resilient DM for the ongoing and future pandemics.

  3. The COVID-19 pandemic is extraordinary, but many ordinary events have contributed to its becoming and persistence. Here, we argue that the emergence of the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) virus, which has radically altered day-to-day life for people across the globe, was an inevitability of contemporary human ecology, presaged by spillovers past. We show the ways in which the emergence of this virus reiterates other infectious disease crises, from its origin via habitat encroachment and animal use by humans to its evolution of troublesome features, and we spotlight a long-running crisis of inequitable infectious disease incidence and death. We conclude by describing aspects of SARS-CoV-2 and the COVID-19 pandemic that present opportunities for disease control: spaces for intervention in infection and recovery that reduce transmission and impact. There are no more “before times”; therefore, we encourage embracing a future using old mitigation tactics and government support for ongoing disease control.

  4. The U.S. community corrections system supervises and provides services for nearly 4.4 million individuals. This study explored agency responses during the COVID-19 pandemic using data from 347 surveys of community supervision directors. We examined whether agency and local geographical factors were associated with increased use of telehealth services for mental health, substance use disorders, and criminal behavior. We also assessed whether these factors were significant predictors of changes in agencies’ supervision strategies. Findings indicated a positive association between prepandemic access to telecommunications technology and use of telehealth services, with observed differences regarding urbanicity and type of agency. Agencies with more COVID-19 mitigation strategies tended to avoid in-person contact. Given the vast needs and increased risks present within the community supervision population, it is important to understand the barriers and facilitators associated with innovation and change in the post-COVID-19 era to inform future reform efforts.

    When COVID-19 was first introduced to the United States, state and local governments enacted a variety of policies intended to mitigate the virulence of the epidemic. At the time, the most effective measures to prevent the spread of COVID-19 included stay-at-home orders, closing of nonessential businesses, and mask mandates. Although it was well known that regions with high population density and cold climates were at the highest risk for disease spread, rural counties that are economically reliant on tourism were incentivized to enact fewer precautions against COVID-19. The uncertainty of the COVID-19 pandemic, the multiple policies to reduce transmission, and the changes in outdoor recreation behavior had a significant impact on rural tourism destinations and management of protected spaces. We utilize fine-scale incidence and demographic data to study the relationship between local economic and political concerns, COVID-19 mitigation measures, and the subsequent severity of outbreaks throughout the continental United States. We also present results from an online survey that measured travel behavior, health risk perceptions, knowledge and experience with COVID-19, and evaluation of destination attributes by 407 out-of-state visitors who traveled to Maine from 2020 to 2021. We synthesize this research to present a narrative on how perceptions of COVID-19 risk and public perceptions of rural tourism put certain communities at greater risk of illness throughout 2020. This research could inform future rural destination management and public health policies to help reduce negative socioeconomic, health and environmental impacts of pandemic-derived changes in travel and outdoor recreation behavior.
