Title: Prioritization of disaster-related requests in an IT-enabled public service system
The local government’s continuous support is critical for the well-being of a community during disaster events. E-Government systems that establish and maintain ongoing connections with the community thus play a vital role in supporting crisis response and recovery. Such systems’ ability to adapt to the crisis circumstances and to address emergent needs helps them continue their fundamental functions during disasters. Considering various services might require different amounts and types of resources, prioritization strategies are helpful in determining the processing order of requests. This paper discusses the role of prioritizing services within an e-Government system, to better understand how such a system can be managed to best utilize available resources. The study examines how a well-functioning e-Government system, the Orange County, Florida 311 non-emergency service system, responded to the COVID-19 pandemic and how the changes in service operations requirements can affect service provision, specifically with respect to assigning or re-assigning priority levels.  more » « less

  1. City governments incorporate ICTs into government services to improve citizen participation and access to those services. Too much dependence on technology, however, can lead to concerns about creating a digital divide between different groups of citizens. The potential for digital inequality is a critical issue that can be exacerbated by insufficient attention being paid to vulnerabilities across communities. Given that socio-economically vulnerable populations are the ones who need government services the most, especially during disaster events, it is critical to investigate the extent to which digital inequality is an issue for technology-based government services. With this in mind, this paper analyzes the use of different technology-enabled access options for a representative eGovernment service system, the New York City 311 service system, in the early stages of the COVID-19 pandemic. Two sets of socio-economically distinct locations in New York City are compared, using average income as a proxy for vulnerability, to draw conclusions about potential inequalities in such a system during a crisis.

In addition to their normal task of supporting community participation, engagement, and improved information access, information technology-based public service systems are also essential for maintaining critical services and providing effective communication with citizens before, during, and after emergencies. This study focuses on the impacts of disaster events on the operational performance of such service systems and discusses opportunities for managing service efficiency by rearranging and reallocating resources during emergencies. To the best of our knowledge, this is the first attempt to provide a practical method for improving the relative efficiency of public service systems in such a context. We suggest a Data Envelopment Analysis (DEA) approach for quantifying the relative efficiencies associated with service requests from an input-output-based standpoint, and discuss the Orange County (Florida) 311 non-emergency service system, in the context of the COVID-19 pandemic, as an example of how such operational efficiency can be managed during a disruption.

    Community social service organizations are indispensable for supporting vulnerable populations with multifaceted challenges, such as housing instability and food insecurity, particularly in high-poverty areas where access to essential resources is limited. Effective information and knowledge sharing enables these organizations to offer timely and comprehensive services to these groups. Despite increasing research on social services and emerging technologies, little is known about how knowledge is shared in community-based social service settings or how technology can enhance these complex processes. This paper presents findings from an ethnographic study conducted at four community organizations in an underserved community in the Midwest of the United States. Through observations and thematic analysis, we identify key stakeholders that participate in knowledge sharing, including staff and service users, and examine their roles in developing Communities of Practice (CoP). Our study reveals the dynamics of knowledge sharing and highlights opportunities for leveraging technology to support CoP within community social services. These findings contribute to discussions on designing socio-technical systems for improving information sharing in resource-constrained environments.

  4. The New York City (NYC) youth shelter system provides housing, counseling, and other support services to runaway and homeless youth and young adults (RHY). These resources reduce RHY's vulnerability to human trafficking, yet most shelters are unable to meet demand. This paper presents a Discrete Event Simulation (DES) model of a crisis-emergency and drop-in center for LGBTQ+ youth in NYC, which aims to analyze the current operations and test potential capacity expansion interventions. The model uses data from publicly available resources and interviews with service providers and key stakeholders. The simulated shelter has 66 crisis-emergency beds, offers five different support services, and serves on average 1,399 LGBTQ+ RHY per year. The capacity expansion interventions examined in this paper are adding crisis-emergency beds and psychiatric therapists. This application of DES serves as a tool to communicate with policymakers, funders, and service providers-potentially having a strong humanitarian impact.

  5. A coordinated community response (CCR) is a whole system response for victims of domestic violence. Interviews were conducted with leaders of U.S. state and territorial domestic violence coalitions to assess CCR resilience to COVID-19. Interviews were completed with 25/56 coalitions. Key challenges to maintaining CCRs included: (1) maintaining community infrastructures for service coordination; (2) continuity of law enforcement/legal systems; (3) maintaining evidence-based practices with virtual services; (4) continuity of CCR networking, training, and outreach. Identifying elements of CCRs that worked well during a large-scale emergency will improve continuity of integrated services and ensure robust CCR systems in future disasters.
