Title: Redesigning US STEM Doctoral Education to Create a National Workforce of Technical Leaders
The knowledge and technologies that move our society forward and preserve our international competitive advantage rely upon a highly skilled workforce that is adept at conducting complex scientific and technical research—and in translating its outcome into useful products and services. “Use-inspired” research is driven by specific needs and interests and naturally focuses on socioeconomically advantageous application, whereas academic research tends to be driven by an intrinsic quest for new knowledge. Each has its role in overall technological development, however, the skills and knowledge crucial for success in these domains can differ significantly. To integrate these two approaches in doctoral training in STEM fields, a national workshop of ~100 leaders of industry, academia, funding agencies and non-profits was held with the goal of developing a robust understanding of the current status of the pipeline from graduate degree programs in STEM into professional research environments. At the conclusion, the Workshop participants identified gaps in the present training of STEM doctorates. Then they endorsed the Pasteur Partners PhD (P3) track recently established at Lehigh University as a new model for student-centered workforce training based on use-inspired research in partnership with industry. Here, we present the key outcomes of the workshop and describe the four distinctive features of the P3 program: 1. Pre-program summer internship; 2. Co-advising of students by a university faculty member and an industry researcher; 3. Instructions for developing essential professional skills; 4. Industry Residency (as in medical school). In this context, ‘Industry’ is defined broadly to include private corporations, national labs, defense organizations, healthcare institutes, etc., which hire PhDs. Collectively, we consider this as a model for the much needed redesigning of the US STEM doctoral education to create a national workforce of technical leaders.     Sustainability of the scientific enterprise requires being able to recruit, retain, and prepare ongoing generations of PhD-trained scientists ready to adapt with the evolving needs of the scientific workforce and society. This necessitates a broadened, trainee-centered view in doctoral and postdoctoral training—including a prominent focus on career planning, science across sectors, and development of professional skills. Although there is energy and movement to enhance graduate and postdoctoral training, actions remain disparate, leading to inefficiencies in implementation and lack of systemic change. In 2019, an emerging national initiative, Professional Development Hub (pd|hub), hosted a workshop to bring organizations and individuals together across stakeholder groups to discuss enhancing the development, dissemination, and widespread implementation of evidence-based practices for STEM graduate and postdoctoral education, with specific emphasis on career and professional development for PhD scientists. The fifty workshop participants represented nine key stakeholder groups: career development practitioners, scientific societies, disseminators, education researchers and evaluators, employers of PhD scientists, funders, professional associations, trainees, and university leaders and faculty. In addition, participants spanned different races, ethnicities, genders, disciplines, sectors, geographic locations, career stages, and levels of institutional resources. This report presents cross-cutting themes identified at the workshop, examples of stakeholder-specific perspectives, and recommended next steps. As part of the collective effort to develop a foundation for sustainable solutions, several actions were defined, including: incentivizing change at institutions and programs, curating and disseminating resources for evidence-based career and professional development educational practices, expanding evidence for effective training and mentoring, establishing expectations for STEM career and professional development, and improving communication across all stakeholders in STEM PhD education. Furthermore, the report describes national-level actions already moving forward via pd|hub in the months following the workshop. Building on a decade of reports and gatherings advocating for a shift in graduate and postdoctoral education, this workshop represented a key step and catalyst for change toward a more impactful future.

This project will contribute to the national need for well-educated scientists, mathematicians, engineers, and technicians by supporting the retention and graduation of high-achieving, low-income students with demonstrated financial need at Minnesota State University, Mankato. Over its six year duration, this project will fund scholarships to 120 unique full-time students who are pursuing Bachelor of Science degrees in engineering. First semester junior, primarily transfer, students at Iron Range Engineering will receive scholarships for one semester. The Iron Range Engineering (IRE) STEM Scholars Program provides a financially sustainable pathway for students across the nation to graduate with an engineering degree and up to two years of industry experience. Students typically complete their first two years of engineering coursework at community colleges across the country. Students then join IRE and spend one transitional semester gaining training and experience to equip them with the technical, design, and professional skills needed to succeed in the engineering workforce. During the last two years of their education, IRE students work in industry, earning an engineering intern salary, while being supported in their technical and professional development by professors, learning facilitators, and their own peers. The IRE STEM Scholars project will provide access to a financially responsible engineering degree for low-income students by financially supporting them during the transitional semester, which has two financial challenges: university tuition costs are higher than their previous community college costs, and the semester occurs before they are able to earn an engineering co-op income. In addition, the project will provide personalized mentorship throughout students’ pathway to graduation, such as weekly conversations with a mentor. By providing these supports, the IRE STEM Scholars project aims to prepare students to be competitive applicants for the engineering workforce with career development and engineering co-op experience. Because community colleges draw relatively representative proportions of students from a variety of backgrounds, this project has the potential to learn how transfer pathways and co-op education can support financially sustainable pathways to engineering degrees for a more diverse group of students and contribute to the development of a diverse, competitive engineering workforce. The overall goal of this project is to increase STEM degree completion of low-income, high-achieving undergraduates with demonstrated financial need. As part of the scope of this project, a concurrent mixed-methods research study will be done on engineering students’ thriving, specifically their identity, belonging, motivation, and overall wellbeing (or mental and physical health). Student outcomes have previously been measured primarily through academic markers such as graduation rates and GPA. In addition to these outcomes, this project explores ways to better support overall student thriving. This study will address the following research questions: How do undergraduate students’ engineering identity and belongingness develop over time in a co-op-based engineering program? How do undergraduate students’ motivation and identity connect to overall wellbeing in a co-op-based engineering program? In the first year of the IRE STEM Scholars Project, initial interview data describe scholars’ sense of belonging in engineering, prior to their first co-op experiences and survey data describe IRE students’ experiences in co-op and overall sense of belonging. Future work will utilize these values to identify ways to better support the IRE STEM scholars’ identity development as they move into their first co-op experiences. This project is funded by NSF’s Scholarships in Science, Technology, Engineering, and Mathematics program, which seeks to increase the number of low-income academically talented students with demonstrated financial need who earn degrees in STEM fields. It also aims to improve the education of future STEM workers, and to generate knowledge about academic success, retention, transfer, graduation, and academic/career pathways of low-income students.

Graduate training often takes a monodisciplinary approach that is not informed by best practices, ignores the needs and preferences of students, and overlooks the increasingly interdisciplinary and international nature of research. This is unfortunate, particularly since graduate education that is fully integrated with interdisciplinary research can help students become part of a trained and diverse workforce equipped to meet society’s many challenges. Against this backdrop, a National Science Foundation Research Traineeship (NRT) program is being established at the University of Kentucky leveraging the most effective instruments for the training of STEM professionals, such as network-based graduate student mentoring and career preparation encompassing both technical and professional skillsets. Briefly, the training graduate students will receive – in a way that is fully integrated with the research they perform – includes: 1) tools such as individual development plans and developmental network maps; 2) a multi-departmental and interdisciplinary course on research-related content; 3) a seminar course on transferrable skills (ethics, research, communication, teaching, mentoring, entrepreneurship, teamwork, management, leadership, outreach, etc.); 4) a certificate to be awarded once students complete the two courses above and garner additional credits from an interdisciplinary curriculum of research-related courses; 5) summer internships at other departments and at external institutions (other universities, industry, national laboratories) nationwide or abroad; 6) an annual research-related symposium including all elements of a scientific conference; 7) internal collaborative research grants for participants to fund and pursue their own ideas; 8) fields trips to facilities related to the research; and 9) coaching on job hunting as well as résumé, motivation letter and interview preparation. Since a workforce equipped to meet society’s challenges must be both well trained and diverse, multiple initiatives will ensure that this NRT will broaden participation in STEM. Recruitment-wise, close collaboration with a number of entities will provide this NRT with a broad recruitment pool of talented and diverse students. Moreover, collaboration with these entities will provide trainees with ample opportunities to acquire, practice and refine their professional skills, as trainees present their results and recruit in conferences, meetings and outreach events organized by these entities, become members and/or join their leadership, and expand their professional and mentoring network in the process. In addition, minority trainees will be surveyed periodically to probe their feelings of well-being, preparation, acceptance, belonging and distress, as well as their perception of how well structured their departments and programs are. According to recent literature, these factors determine whether or not they perform (i.e., publish) at rates comparable to their male majority peers. Saliently, the evaluation of the educational model employed will afford a comprehensive understanding not only of the academy components that were more utilized and impactful, but will reveal the individual mentoring and skill-building facets of the program driving its successful implementation. The evaluation plan includes outcomes, performance measures, an evaluation timetable, benchmarks and a description of how formative evaluation will improve practice, the evaluation process also extending to research activities.

  4. The development of inclusive leaders is essential for the success of future engineering and our nation. Equipping students with vital leadership-enabling competencies is necessary to develop a workforce that is prepared to act ethically, and responsibly, and tackle unforeseen challenges in the future. Inclusive leaders, or leaders that are self-aware, empathetic, and prioritize diversity, equity, and inclusion in their decision-making, are essential for the forward progress of engineering. A growing body of literature highlights the numerous ways in which students may develop leadership skills outside of the classroom through involvement in out-of-class activities (e.g., internships, clubs, sports, and research experiences). Research Experiences for Undergraduates (REUs) may provide students with a unique opportunity to develop leadership-enabling competencies that will prepare them for leadership in graduate school, the engineering industry, or academia. The goal of this research was to identify how students’ engagement in an engineering education virtual REU site contributed to their development of essential leadership-enabling competencies. The research question guiding this study was ‘What inclusive leadership-enabling competencies and skills did engineering students learn and develop during an engineering education Summer REU program?’ Qualitative data was collected via weekly open-ended surveys from 9 students (7 women, 2 men) participating in an REU over 9 weeks. Participants in this study consisted of students from underrepresented groups in engineering (e.g., Black, Latinx, women, students from low SES backgrounds, or first-generation students), attending large public research universities across the United States. This study implemented mixed methods to understand what leadership competencies were occurring most frequently and how students were learning and developing these competencies. A combination of text mining for frequency (quantitative analysis) and deductive and inductive coding (qualitative analysis) was used to analyze the data. A codebook was developed based on the leadership-coupled professional competencies that engineering industry leaders identified as essential for engineers entering the workforce. Researchers also allowed for other competencies and leadership-enabling skills to emerge from the data. Findings from this work indicate that students were developing a vast amount of inclusive leadership knowledge and skills from participating in the virtual REU site. This paper highlights, through the use of word clouds and text mining software, the many leadership-enabling competencies that participants developed throughout the summer research experience (e.g., learning, communication, adaptability, self-awareness, balance, networking, etc.). Further, students were able to develop digital literacy, increased communication skills, knowledge of career pathways, intrapersonal growth, and interpersonal relations. This work offers a novel contribution to the literature in understanding how students can develop technical engineering and research skills as well as professional and leadership skills in the same space. Findings from this work help to illuminate the benefits of this virtual REU site focused on engineering education research resulting in terms of developing inclusive leadership skills. Implications for future REU programs, students interested in developing leadership skills, engineering graduate programs, academia, and industry employers are outlined.

At San Francisco State University, a Hispanic Serving Institute and a Primarily Undergraduate Institution, 67% of engineering students are from ethnic minority groups, with only 27% of Hispanic students retained and graduated in their senior year. Additionally, only 14% of students reported full-time employment secured at the time of graduation. Of these secured jobs, only 54% were full-time positions (40+ hours a week). To improve the situation, San Francisco State University, in collaboration with two local community colleges, Skyline and Cañada Colleges, was recently funded by the National Science Foundation through a Hispanic Serving Institute Improving Undergraduate STEM Education Strengthening Student Motivation and Resilience through Research and Advising program to enhance undergraduate engineering education and build capacity for student success. This project will use a data-driven and evidence-based approach to identify the barriers to the success of underrepresented minority students and to generate new knowledge on the best practices for increasing students’ retention and graduation rates, self- efficacy, professional development, and workforce preparedness. Three objectives underpin this overall goal. The first is to develop and implement a Summer Research Internship Program together with community college partners. The second is to establish an HSI Engineering Success Center to provide students with academic resources, networking opportunities with industry, and career development tools. The third is to develop resources for the professional development of faculty members, including Summer Faculty Teaching Workshops, an Inclusive Teaching and Mentoring Seminar Series, and an Engineering Faculty Learning Community. Qualitative and quantitative approaches are used to assess the project outcomes using a survey instrument and interview protocols developed by an external evaluator. This paper discusses an overview of the project and its first-year implementation. The focus is placed on the introduction and implementation of the several main project components, namely the Engineering Success Center, Summer Research Internship Program, and Faculty Summer Teaching Workshop. The preliminary evaluation results, demonstrating the great success of these strategies, are also discussed.
