Abstract BackgroundProximity to food sources is one of the quantifiable factors measurable across space impacting diet-related health outcomes. Contemporary research has coined the terms ‘food desert’ and ‘food swamp’, sometimes combined with a poverty component, to highlight disproportionate access to healthy and unhealthy food sources. However, there are various ways to measure this proximity—i.e., food availability in this research. Dollar stores such as Dollar General, Family Dollar, and Dollar Tree are one emerging facet of the food environment that provides healthy and unhealthy food options yet have not fully been studied. With more ways to easily measure food availability within the confines of a GIS, this paper proposes a new raster-based Point Density metric to measure the availability of these Dollar stores. In this study, this raster-based metric was calculated for a 6-county region in central North Carolina and compared to six other availability metrics utilized in food security research. A novel Python-based tool to compute the Jaccard Index between these various availability metrics and a matrix to compare these pairwise Jaccard Index calculations was created for this raster-based metric, which is very easy to derive. ResultsUsing a pairwise Jaccard Index summarized and then averaged in a correlation table, the Point Density measure rated the highest (.65) when compared to 6 other popular vector-based techniques. Our results showed the density metric performed statistically better than Euclidean distance, drive-time, density, and point-in-polygon vector metrics when measuring availability for Dollar stores in Central North Carolina. ConclusionsResults reinforce the efficacy of this easy-to-compute metric comparable to vector-based counterparts that require more robust network and/or geoprocessing calculations. Results quantitatively evaluate food availability with an eventual goal of dictating local, regional, and even state-level policy that critically and holistically consider this metric as powerful and convenient metric that can be easily calculated by the lay GIS user and understood by anyone.

Measuring post-disaster accessibility to essential goods and services: proximity, availability, adequacy, and acceptability dimensions
Abstract Rapid restoration of access to essential goods and services has long been regarded as paramount for community recovery. Yet, there remains ambiguity in how access should be defined, measured, or operationalized. Defining accessibility as the ability to use available goods and services with a reasonable level of effort and cost requires evaluating it across six dimensions (proximity,availability,adequacy,acceptability,affordability, andawareness) while considering the perspective of both users and providers in the evaluation. But common distance-based metrics that focus solely on physical access and travel time often fall short of fully capturing these requirements, overlooking the user's perception. This paper introduces a new spatio-temporal accessibility metric that combines four out of these six dimensions, including proximity, acceptability, adequacy, and availability. The metric considers uncertainty in measuring each dimension and addresses both user and provider perspectives in measuring the acceptability and adequacy dimensions. The variation in the metric across the disaster timeline serves as a proxy for community recovery. The metric aligns with common engineering-oriented functionality-based resilience frameworks as the functionality level of the providers has been incorporated in its development. Operating at the household level, the metric determines the ratio of post-disruption access time to the intended good or service against its pre-disruption access time and yields a unitless ratio between zero and one, with zero expressing a total loss in accessibility and one signifying the same level of accessibility as pre-disruption. The proposed metric, while being scientifically principled, is a practical tool whose output is easily understood even by non-expert individuals. The metric is illustrated for schools and pharmacies using the Lumberton Testbed and data collected following the 2016 flood in Lumberton, North Carolina after Hurricane Matthew. Findings provide new insight into recovery plan prioritization and can be used to trigger protective actions. The paper concludes by discussing issues and barriers related to developing and validating accessibility metrics while highlighting areas for future research.

This study uses mobility data in the context of 2017 Hurricane Harvey in Harris County to examine the impact of flooding on access to dialysis centers. We examined access dimensions using static and dynamic metrics. The static metric is the shortest distance from census block groups to the closest centers. Dynamic metrics are: 1) redundancy (daily unique number of centers visited), 2) frequency (daily number of visits to dialysis centers), and 3) proximity (visits weighted by distance to dialysis centers). The results show that: the extent of dependence of regions on dialysis centers varies; flooding significantly reduces access redundancy and frequency of dialysis centers; regions with a greater minority percentage and lower household income were likely to experience extensive disruptions; high-income regions more quickly revert to pre-disaster levels; larger centers located in non-flooded areas are critical to absorbing the unmet demand from disrupted facilities.more » « less

Next-generation optical metro-access networks are expected to support end-to-end virtual network slices for critical 5G services. However, disasters affecting physical infrastructures upon which network slices are mapped can cause significant disruption in these services. Operators can deploy recovery units or trucks to restore services based on slice requirements. In this study, we investigate the problem of slice-aware service restoration in metro-access networks with specialized recovery trucks to restore services after a disaster failure. We model the problem based on classical vehicle-routing problem to find optimal routes for recovery trucks to failure sites to provide temporary backup service until the network components are repaired. Our proposed slice-aware service-restoration approach is formulated as a mixed integer linear program with the objective to minimize penalty of service disruption across different network slices.We compare our slice-aware approach with a slice-unaware approach and show that our proposed approach can achieve significant reduction in service-disruption penaltymore » « less

Food insecurity is a problem that should not be overlooked in America. In 2022, about 1.3 billion people were food insecure, an increase of 10% from the previous year. Food deserts, an area with low income and low access to nutritious foods, can be characterized by 5A’s: availability, accessibility, accommodation, affordability, and acceptability. As more investments go into building infrastructure for population growth, the local food industry must expand for both current and new residents. One strategy to combat food deserts is to use the Internet and e-commerce like online food services can contribute to solving food insecurity. From Generation X to Millennials to Generation Z, the adoption of the Internet is rapid. However, these services have additional costs for the consumer. The goal of this research was to examine the current e-commerce solutions to food deserts in a local area and review the literature on how e-commerce can alleviate food deserts. Data were collected from published government and company sites. Results reveal Internet accessibility continues to be an issue for reliable e-commerce use. E-commerce can alleviate food deserts by reducing the cost for both consumers and businesses, accommodating various groups of people, and focusing on rural areas.more » « less

The distance between homes and childcare providers serves as a crucial factor in evaluating accessibility and equity in early childhood education. Spatial mismatch between childcare demand and supply is suggested when families opt for facilities further than the nearest available options, a situation scarcely scrutinized in existing literature, especially among under-six children from economically disadvantaged backgrounds. To fill this research gap, this study leverages the excess commuting analysis to delve into the extent of extended travel undertaken by subsidized families to access childcare services. Utilizing real enrollment data from the Florida’s School Readiness program, it quantifies the disparity between actual and shortest possible commuting distances, investigating the tendencies of low-income families to forgo nearby providers for their young children. Furthermore, the research probes into age-related disparities in excess commuting, examining to what degree childcare facilities are more conveniently located for certain age groups compared to others. The analysis unveils substantial spatial mismatch in subsidized childcare, with a significant portion of low-income families choosing more distant providers, resulting in a 51.3% surplus in commuting distance. It also highlights a noticeable age- dependent trend in this mismatch: parents of infants face a dual disadvantage with longer commutes, compared to families with five-year-olds who have closer access to providers. The findings advocate for policy reforms that address these disparities, enhancing the efficiency and equity of childcare resource allocation.more » « less
